Trump’s Nuclear Authority Reviewed on Capitol Hill

U.S. presidents have absolute, unilateral authority to order a retaliatory nuclear strike, but not a preemptive nuclear attack, according to former high ranking Pentagon officials who testified Tuesday on Capitol Hill. As VOA Senate Correspondent Michael Bowman reports, lawmakers are examining presidential nuclear authority at a time of ferocious rhetorical exchanges between President Donald Trump and North Korea’s leader.
